While funding is essential for promoting science, little is known about how connections affect allocation of scientific funding resources. In this paper we investigate how connections with a grant review committee member (“panelist”) affect researchers’ chances of being funded by a national scientific funding agency, the National Natural Science Foundation of China (NSFC). Using both hand-collected and administrative data, we find that connections with a panelist lead to an 11% increase in the number of scientific grants awarded to connected researchers and closer connections are associated with a larger likelihood of being funded. Analysis of bibliographic data suggests that connected researchers have fewer publications and lower publication quality than unconnected ones both before and after funding. Overall, our findings suggest that nepotism in scientific funding evaluation may lead to misallocation of research resources at the cost of research quality.

北京科技大学经济管理学院教授、博士生导师。2007年1月毕业于北京大学光华管理学院,获得管理学博士学位。主要研究领域为劳动经济学、教育经济学等。已在Nature Human Behavior、Review of Economics and Statistics,Journal of Comparative Economics 、《管理世界》、《金融研究》等国内外期刊发表论文20余篇,并主持2项国家自然科学基金项目。
